The US Navy sought an analysis and development plan for a portion of the 5,331 acre Oceana Naval Air Base in Virginia Beach, Virginia, and turned to real estate agents.
The station, also known as NAS Oceana, is the Navy's master jet base on the east coast that houses the F / A-18 Super Hornets. CRE's nonprofit initiative, CRE Consulting Corps, helped the Navy develop a strategic plan for
- Work with public and private partners
- Realignment of infrastructure, use of facilities and provision of services
- Rehabilitation of residential, recreational and support facilities for Navy and Marine Corps personnel
"The Navy turned to [CRE] for expertise in analyzing non-core activities, land and buildings and providing workable best-use options," said Michel Couillard, Cre, chairman of the advisors. As part of the intelligence-gathering process, the Consulting Corps team toured the installation and its facilities, analyzed demographics and market data, studied maps, and interviewed more than 40 local stakeholders, said Jerry Turner Jr., cre, the group's team leader. The group also identified market sectors that could use land or facilities on the property.
The Advisory Corps provided a framework for Navy officials to achieve their goals by reviewing redevelopment options, considering alternative lease structures, and working with key partners to explore and implement public-private partnerships.
In addition to the assignment, US Navy and Virginia Beach officials toured a successful San Antonio military redevelopment project – converting the former Brooks Air Force Base into a modern, 1,300-acre mixed-use community.
CRE Consulting Corps provides objective analysis, adaptive reuse strategies, and action plans to help communities, educational institutions, government agencies, and nonprofits.
CRE members volunteer for advisory corps duties. Naval Air Station Oceana is one of more than 50 tasks performed by CRE Consulting Corps teams.
